Rental Housing Code Survey
City asks for feedback on Rental Housing Code Renters and owners
encouraged to take survey on City code that addresses the physical
condition of rentals
The City of Eugene is collecting input on the Rental Housing Code which
is scheduled to sunset at the end of 2011. A survey, in English and
Spanish, is now available online
here. Hardcopies and alternative
formats of the survey are also available by contacting Rental Housing
program staff at 541-682-8282.
The City of Eugene adopted a rental housing code in 2005. The purpose of
the code is to make sure rental properties in the city are safe by
creating minimum standards that they must meet and by providing
assistance for property owners, managers and renters when there is a
question about those standards. The standards cover six areas:
structural integrity, plumbing, heating, weatherproofing, smoke
detection and security. The presence of significant visible mold is
addressed in the plumbing and weatherproofing standards. Staffing and
administration for the program are paid for by a $10 annual fee per
rental unit. The owner or owner's agent is responsible for paying the
fee.
The goal of the program is to help renters and owners communicate with
each other so they can resolve their issues without further city
involvement or legal action. Currently there are over 33,300 rental
units in the City of Eugene which amounts to 48% of the total housing in
the City. This high level of rental housing use can generate number of
needs from both owners and renters. The Rental Housing program helps
address those needs and provides assistance to both owners and renters
to ensure safe rental properties.
The City Council is scheduled to discuss the rental housing code at a
work session on October 26, and the survey results will help inform that
discussion. More information about the rental housing code program is
